1.How does one apply for a stall/store in the public markets?
Citizens of legal capacity, whose household is registered in Tainan City, who agree to honor the one-stall (store)-per-household condition, should present a filled-out application form and a copy of their household registry to apply during the period specified in the public notice. Upon review, names of qualified applicants will be entered into a public drawing to determine on the assignment of the stall (store), in accordance with the business category signed up for. Qualified applicants shall join a self-governance organization (union) and begin business operation upon approval from the next day of concluding the contract.
2.How does one apply, succeed to, or transfer ownership of stall (store) in the public market?
(1) Application
According to Article 10 of the Retail Market Management Regulation, to apply for a stall (store) in the public market, the applicant must fill out an application form and submit it to the competent authority of the public market. The applicant shall be at least 20 years old, or a minor but married and have his/her household registered in said municipal city or county (city). Unless there is approval by the competent authority establishing the public market, there shall be one stall (store) for each household

(2) Succession
Upon the death of the user, his/her successors shall recommend one among them to apply for the change within six months from the day of succession.

(3) Transfer
When the user applies for the transfer of the stall (store), he/she must fill out an application along with the transferee, who must also meet all qualifications required of a stall (store) applicant.

6.How does one apply - and qualify - for a berth on the Administration Office's website as a market hotspot?
If a stall (store) owner is interested in applying for a berth on the roster, please contact the superintendent of the market in which his/her business operates. The superintendent will help with the application. See the following for qualifications, qualification reviews, and ways to apply:

A. Here is how you qualify for a berth as a market hotspot. You may register for a place on the roster as long as you meet one of the following requirements.

a. The stall owner has been recognized with special distinctions (certified as a market hotspot, a hotspot-in-the-making, or with other decorations).

b. The stall owner has established himself/herself as a retailer with an online shop.

c. The stall owner has scored over 75 points on Administration Office's market hotspot qualification checklist.

d. Recommendations by the superintendents of each individual market and unions.

B. Here is how the qualified stall-owner/storeowner is listed on the market hotspot roster, and how the qualifications are reviewed:
a. Applications are approved providing that the applicant is a winner of special distinctions, or a retailer with an online shop.

b. Applicants whose market hotspot qualification checklist score (tallied by the superintendent) and popularity index (quantified by word-of-mouth promotions through press coverage, or by the level of online brand recognition) totals over 75 will be awarded a berth on the roster.

c. All roster candidates must be up-to-date with their administration fees and union membership dues.

C. Application

a. Market superintendents must enclose a market hotspot application form and a copy of checklist for applicants who meet the terms specified in a, b, and c of A.

b. Market superintendents or the unions must enclose a reference letter and a market hotspot application form for applicants who meet the terms specified in d of A.

c. For those applying for a change of status on the roster, please enclose a "change-of-status" application form to facilitate updates on the roster.

7.Are market stall/store owners required to join self-governance organizations (unions)?
A. Pursuant to Article 10 of the Retail Market Management Regulation, to apply for a stall (store) in the public market, one must fill out an application form and submit it to the competent authority of the public market. Upon approval, the applicant shall enroll for membership in a market self-governance organization (union) within one month from the next day of concluding the contract before running the business.

B. The unions are in charge of market management, policy execution and promotion, the handling of proposals and suggestions by stall-owners/storeowners, and member services to ensure continued growth of the market.
